A series of sudden deaths hits the city. Police officer Wong Ming notices that a woman collecting garbage is present at the scene of each one. Investigating, he discovers that she, Lan Pui Ching, has the mysterious ability to collect the souls of accidental deaths from the garbage and guide them into reincarnation, an ability tied to events 13 years ago. As the murders continue, Lan Pui Ching deduces they are part of a cult ritual, and that she and Wong Ming are the next intended victims. The two join forces to uncover the mastermind behind it all.
